MCC=AAA: mobile country code
MNC=BB: mobile network code
SAI=CCCCC: service area id 0-65535
CI: cell id

CI (cell identity) = xXYYZ
xX: BSC number 1-99
YY: BTS number within the BSC 01-99
Z: Cell number within the BTS
Z=0 for the omni site, Z=(1-3) for the sectoral site.
